It wasn’t breaking any rules. It was releasing intel to the proper authorities (the DOJ) and asking them to act on it. He had intel that he chose not to do anything with so as not to appear like he was targeting a political opponent during an election year. I’m not asking him to publicly release classified documents like Trump casually does.
So - back when decorum was a thing - you’d ask him to break the rules, just to prevent something that was caused by voters anyway?
