The only point to using military bases to house detainees is to stealth enroll warfighters into guard duty. It’s not like coopting a prison where there’s already structures and facilities useful for detainment. There’s going to be protests at the base entrance that will likely block it, then what are the guards going to do? What tools are they going to use against massed American citizens to keep it secure and clear?

It’s the same gambit as the “militarized border zone”. Marines themselves can’t go out snatching immigrants for illegal entry on their own power, but they can detain trespassers on a military facility. They can protect a concentration camp if they put the camp on a military base.

Every military serviceman they can use for their pogrom in the backline frees up a Fed to go out snatching more people. They are still somewhat sensitive to laws like Posse Comitatus in this way, but not for long. The point is to normalize the use of the military for domestic regime enforcement, until they seize more power, make more excuses, and then you will see Marines going house to house the same way they did in Fallujah.
