Good luck finding someone with all those qualifications, with at least three projects that meet all the criteria in their portfolio, and willing to work in NY for $100k. The caliber of candidate they seem to be looking for is easily worth over twice that.
That said, the market is full of desperate job-seekers who might take the bait.
weird requirements for sure. sounds like they want an investigative journalist that also has a few years of web development under their belt which is…an odd mix to say the least.
good luck to them I guess. they’re going to get either journalists or web developers applying but doubt they’ll get they’re magical Clark Kent that takes their glasses off and then becomes Web Developer Man.

The “experience with data” thing is kind of awkwardly-put, but I don’t think that it’s the point that I’d choose to highlight. Rather, it looks like they want someone who can generate visualizations from data, the sort of stuff one might do with GNU R:
Experience with data, whether it’s collecting hard-to-get public data off the internet or cleaning and analyzing data in your tool of choice, such as Python, SQL or R.
Pitch, design and develop interactive stories and databases that hold the powerful accountable and have real-world impact.
Like, what they probably want is someone who can grab a dataset, maybe pull it out of a webpage, and then make an interactive map or graph with it.
